Track War Arbitration Hits Impasse WASHINGTON (AP) Efforts to resolve the bitter sports dispute between the Amateur Athletic Union and the National Collegiate Athletic Association hit an impasse Tuesday, and the special five-man arbitration panel rescheduled talks for June 15-16 in New York. The panel presented a paper representing the framework of a peace proposal and apparently met objections from both factions. "We elder rework this presentation in light of the points made by both parties and discuss it at the New York meetings," said Theodore W. Kheel York, chairman of the arbitration board. He declined further comment.

Monday, he predicted peace was near. However, it was obvious that no agreement could be reached on the plan submitted by the panel, details of which were not disclosed. believed that the plan generally called for the AAUt retain its sanctioning powers in international and open competition with the NCAA confining itself to events strictly of a college nature. At the same time, the AAU was asked not to withhold its sanction from meets run by the U.S. Track and Field Federation, an arm of the NCAA.

The panel's plan was presented to both sides, which were allowed to consider the proposal privately in caucus. Later the panel met with each group separately to discuss the paper. Both sides reportedly voiced objections. The extent or the particular points of objection were not made known. Earlier, a member of the panel said that there were no plans to set up a watchdog to guard any.

Humphrey to arbitrate the long dispute between the AAU and NCAA. Other members are Theodore W. Kheel of New York, well known labor mediator; Archibald Cox, Harvard Law School professor and former solicitor general; Ralph Metcalfe, Chicago alderman and onetime Olympic athlete, and Thomas Vail, editor and publisher of the Cleveland Plain Dealer.

The board presented a paper, representing a draft of an agreement, to the two warring factions Tuesday with indications that the plan drew resistance, particularly from the college group. After offering the proposal, NCAA separate caucuses, poard, let the AAU and then return for a private discussion with the panel. The 10-man force went well past its allotted time in discussing the issues. It is believed the master plan panel follows largely the framework of the moratorium agreement made when the arbitration group was set up in moratorium stipulates that: 1 No athletes will be retrained by the NCAA or the U.S. Track and Field Federation from participating in any meets or events.

2 The AAU will not withhold its sanction from meets on the grounds they are sanctioned only by the NCAA or the USTFF. Kheel, who said Monday that peace is near in the controversy, was asked about the necessity of a watchdog. "We are the watchdog he said. Then he acknowledged that the panel would be disbanded once its present job is finished.
