Thursday in the Weir Funeral Home, 1802 Turner Allentown. Northampton advised of water system leak from survey results By SONIA CSENCSITS Of The Morning Call The initial results of a leak survey done on the Northampton Borough Municipal Authority water system revealed that the night rate of flow from the plant is 61 percent of the total amount produced daily and, according to authority Manager Richard Paul, "a definite indication of leakage." Paul outlined the findings during the authority meeting last night. He said the survey will probably continue until January. Pit Meter, the Maryland-based company that is conducting the survey, divided the system into five districts. Results of surveys in each district are expected to be completed Saturday.

Then, Paul said, "we can dissect a district to pinpoint where the leakage is." Plant chemist Robert Crawford said last night, "Normally the night flow is 10 to 20 percent of the daily consumption. They came up with 60 percent." The survey indicated that the average daily flow from the reservoir is 3.024-million gallons a day. From 2t to 5 a.m, the survey revealed a flow of 1.8-million gallons. The Northampton authority has received no reply from its counterpart in Whitehall regarding in- Therapist to speak on child discipline The Center for Humanistic Change, will sponsor a dinner and program with guest speaker Dr. Melvin Silberman, a family therapist and Temple University professor, at 6:30 p.m.

The Northampton authority will provide water for fire protection, but cannot do so until the Whitehall authority installs 2,000 feet of main to reach the existing Northampton line. Paul told the board last night that Township Executive Edward Galgon sent a letter to the Whitehall authority, telling the board that the Pennsylvania Department of Transportation will begin repairs and reconstruction on Mechanicsville Road next March or April. A water line was installed in one portion of the road, but not to the eastern boundary of the street where the Northampton line is. The board voted to accept $800 from Stephen Schwartz, partial payment for use of a water line. Schwartz tapped into a line that was installed several years ago by the GAF Whitehall.

When the company was in the process of corporate changes, an audit revealed it had never been reimbursed for the tap Schwartz installed. The authority sued Schwartz for the $1,600 tap-in fee, but on the advice of its solicitor, Charles Osinski, accepted the offer. The authority policy provides for payments of $400 for each tap someone places on a line installed by a developer for a 10-year period. The payments cannot exceed the initial installation fee of the water line. "How To Discipline Without Feeling will speak on "Who's In Charge?
