Arnold, ex-chief of Palmerton police Oscar E. Arnold, 71, of 561 Franklin Palmerton, a former police chief and patrolman for 33 years for the Palmerton Police Department, retiring in 1965, died Friday in Grand View Hospital, Sellersville. He was the husband of the late Arlene (Person) Arnold. Born in Palmerton, he was a son of the late Stewart W. and Amanda A.

(VanBuskirk) Arnold. Arnold was a past president of LeHampton Lodge No. 35, Fraternal Order of Police. He was a member of Holy Trinity Lutheran Church, Palmerton. Surviving are three daughters, Audrey, wife of John Chedrick of Allentown, Kathryn, wife of Harry Ibbotson of Manassas, and Jane, wife of Allen Minnich of Northampton R.1; two sons, William of Levittown and Roger of Perkasie; three sisters, Florence, wife of Clark Green of Florida, Mrs.

Bertha Braucher of Palmerton and Ruth, wife of H. Wareen Estlack of Florida; two brothers, Ambrose of Long Island, N.Y., and Norman of Florida, 15 grandchildren and a great-grandchild. Services will be at 1 p.m. Monday in the T.K. Thomas Funeral Home, 145 Delaware Palmerton.

A calling hour will be noon Monday until time of services. Antibias group opposes board A majority of the Allentown Human Relations Commission objected yesterday to plans for a citizens advisory board as part of the city's new affirmative action policy. The policy, recently approved by city officials, is being distributed to department heads. The citizens board would secure community input for Mayor Joseph Daddona and assist in planning, developing and implementing minority hiring programs. Commission members agreed they have a sufficient mix of minority representation to meet the intent of the advisory board.

They agreed with Ralph Kressley who explained that the creation of another board, in addition to the proposed affirmative action review board, would slow necessary action. The city's minority hiring policies came under fire in July 1974 when the Allentown Chapter of the National Association for the Advancement of Colored People charged that its minority hiring policies were biased. The Equal Employment Opportunity Commission is investigating the charges. The commission voted to close a race discrimination case brought by Angela X. Blanks formerly of Bethlehem.

Ms. Blanks had charged that she was harassed constantly and denied a raise after six months employment at Lehigh Portland Cement Allentown. Davenport, 81, of 4366 Forrest Allentown, died Friday in the Allentown and Sacred Heart Hospital Center. He was the husband of the late Gladys (Nuttoll) Davenport. He was the director of new construction at Brown University, Providence, R.I., retiring in 1963. Before that he was superintendent of buildings and grounds at the University of Michigan, Michigan State University and Brown University. Born in Ann Arbor, he was a son of the late Mansfield and Evelyn (Ward) Davenport.

He was a World War II veteran. He was a member of the Mathewson Street Methodist Church, Providence. Surviving is a daughter, Sally, wife of Joseph McMillan, with whom he resided, and two grandchildren. Services will be at 11 a.m. Saturday in the J.S.

Charles H. Grim Charles H. Grim, 81, of Lyons, a machinist at the Kutztown Foundry and Machine Shop, Kutztown, for 47 years until retiring, died Thursday in the Reading Convalescent Center, West Reading. He was the husband of Pearl W. (Conrad) Grim.

Born in Rockland Township, he was a son of the late William and Matilda (Swoyer) Grim. He was an Army veteran of World War I. He was a member of Evangelical Christ Church, Lyons. Surviving besides his widow are four sons, Paul C. of Shillington, William M.

of Leesport, Joseph R. of Gilbralter, and Glenn R. of Reading; a daughter, June wife of Richard Blattenberger of Allentown; two sisters, Mrs. Luma Merkel of Lyons and Nora, wife of G.C. Baum of Florida; a brother, Paul C.

of Sinking Spring R.5, 11 grandchildren and five great-grandchildren. Services will be at 11 a.m. Monday in the Trexler and Hook Funeral Home, 25 E. Weiss Topton. A calling hour will be 10 a.m.

Shimko, 78, of 1698 First Pottsville, a seamstress until retiring, died Friday at home. She was the widow of George Shimko Sr. She was born in Northampton. She was a member of Immaculate Conception Church, St. Clair, Schuylkill County.

Surviving are two daughters, Mrs. Catherine Kostrey, with whom she resided, and Theresa, wife of Howard Oswald of Schuylkill Haven; a sister, Helen, wife of Anthony Androshick of Pottsville, six grandchildren and eight great-grandchildren. Services will be at 8:15 a.m. Monday in the Lord Funeral Home, 1818 Mahantongo Pottsville, followed by a Mass of Christian Burial at 9 a.m. in the church.

Calling hours will be 7-9 p.m. Sunday. Robert E. Schafer Robert E. Schafer, 76, of Sanbrook Apartments, Black River Road, Bethlehem R.7, died Friday at home.

He was the husband of Verna (Cope) Schafer. His first wife, Annie (Wimmer) Schafer died in 1968. He was an electrician for Bethlehem Steel Corp. and a poultry farmer. Born in Weissport, he was a son of the late John and Mattie (Boyer) Schafer.

He was a member of Friedensville Lutheran Church. Surviving besides his widow are two stepdaughters, Claire, wife of Harold Heavner of Richlandtown, and Mrs. Elaine Akerlume of Spokane, Wash. Services will be at 1 p.m. Tuesday in the church.

Myrtle Flohr, 78, of 36 Jackson Road, Briarcliff, N.Y., died Friday in Northern Westchester Hospital, Mount Kisco, N.Y. She was the widow of Earle G. Flohr. Born in Allentown, she was a daughter of the late Walter E. and Victoreen (Horlacher) Bastian.

Her father was a founder and former vice president of Arbogast and Bastian, of Allentown. She was a member of Salem United Methodist Church, Allentown. Surviving is a son, Thomas W. at home. Services will be at 2 p.m.

Nicholas, 94, of Bangor R.2, died Thursday in the Clover Rest Home, Columbia, N.J. He was a dairy and sheep farmer, retiring in 1971.
